Implementation Plan for Shantou City to Accelerate the Establishment and Improvement of a Green, Low Carbon, and Circular Development Economic System
In order to implement the requirements of the Guiding Opinions of the State Council on Accelerating the Establishment and Improvement of a Green, Low Carbon, and Circular Development Economic System (Guofa [2021] No. 4) and the Implementation Opinions of the People's Government of Guangdong Province on Accelerating the Establishment and Improvement of a Green, Low Carbon, and Circular Development Economic System (Yuefu [2021] No. 81), accelerate the establishment and improvement of a green, low-carbon, and circular development economic system in our city, and promote the comprehensive green transformation of economic and social development, We have formulated the following plan based on the actual situation in our city.
1、 Overall requirements
（1） Guiding ideology. Building a new development pattern, firmly grasping the major strategic opportunity of supporting Shantou's construction of a socialist modernization and vitality special economic zone with Chinese characteristics in the new era, grasping the key period of ecological civilization construction with carbon reduction as the strategic direction, and simultaneously promoting green planning, green design, green investment, green construction, green production, green circulation, green life, and green consumption from both supply and demand sides, in all aspects and throughout the process, We will coordinate the promotion of high-quality development and high-level protection, establish a sound economic system for green, low-carbon, and circular development, ensure the achievement of carbon peak and carbon neutrality goals, and promote the green development of our city to a new level.
（2） Working principles
System advancement and key breakthroughs. We will coordinate the adjustment of industrial structure, pollution control, ecological protection, and response to climate change, adhere to the coordinated promotion of carbon reduction, pollution reduction, green expansion, and growth, and integrate the concept and model of green and low-carbon circular development into various fields and links of economic and social development. We will focus on adjusting and optimizing the industrial structure, energy structure, transportation structure, and land use structure, and vigorously develop green and low-carbon industries.
Ecological priority and green development. Adhere to the basic national policy of resource conservation and environmental protection, firmly establish the concept of "green mountains and clear waters are invaluable assets", deepen the prevention and control of environmental pollution, continuously improve the quality of the ecological environment, promote the reduction of energy consumption and carbon emissions intensity, and establish development on the basis of efficient utilization of resources, strict protection of the ecological environment, and effective control of greenhouse gas emissions.
Deepen reform and drive innovation. Seize the major opportunities of the new round of technological revolution, strengthen the modernization of environmental governance system and governance capacity, accelerate the promotion of green technology innovation, model innovation, management innovation, and mechanism innovation, improve the production, circulation, and consumption system of green, low-carbon, and circular development, improve support measures such as pricing, finance and taxation, finance, and market-oriented transactions, and continuously enhance the driving force and vitality of green development.
Market orientation and multi-party participation. Actively play the guiding role of the government, fully leverage the decisive role of the market in resource allocation, accelerate the improvement of incentive and constraint mechanisms for green, low-carbon and circular development, stimulate the enthusiasm of market entities to participate in green, low-carbon and circular development, promote the formation of green and low-carbon production and lifestyle, and build a green development pattern with the participation of the government, market, enterprises, and the public.
（3） Main objectives
By 2025, the industrial structure, energy structure, transportation structure, and land use structure will be further optimized, and the green transformation of production and lifestyle will have significant results. Traditional industries will make positive progress in green and low-carbon development, and green industries will continue to develop and grow. The level of infrastructure greening will continue to improve, and the level of clean production will continue to improve. The proportion of non fossil energy consumption will steadily increase, and energy utilization efficiency will be significantly improved, The carbon dioxide emissions per unit of GDP have significantly decreased, the emissions of major pollutants continue to decrease, the level of resource recycling continues to improve, the green and low-carbon technology system is gradually improving, the regulatory and policy system is becoming more perfect, and the green and low-carbon circular development economic system is basically established.
By 2035, the endogenous driving force of green development will significantly increase, the scale of green industries will significantly increase, the proportion of non fossil energy consumption will significantly increase, carbon emissions will steadily decrease after reaching their peak, green production and lifestyle will be overall formed, the ecological environment will fundamentally improve, and beautiful Shantou will be basically built. It will become a more radiating national economic special zone and an important development pole in the modern coastal economic belt, and enter the ranks of advanced areas for high-quality development in the country.
2、 Establish a sound production system for green, low-carbon, and circular development
（4） Accelerate industrial green transformation and upgrading. Vigorously promote the high-quality development of the manufacturing industry, accelerate the upgrading and upgrading of traditional advantageous industries such as textiles and clothing, toys and creativity, expand and strengthen strategic emerging industries such as new energy, new generation information technology, new materials, and big health, and create an "three new, two special, and one large" industrial cluster. Fully promote clean production, accelerate the construction of a green manufacturing system for the entire industry chain and product lifecycle, cultivate and create a group of industrial product green design demonstration enterprises, green factories, and green parks. Accelerate the clean and green transformation of key industries such as chemical, non-ferrous, electroplating, printing and dyeing, packaging and printing. Strengthen constraints on environmental protection, energy consumption, water consumption, and other factors, and promote the withdrawal of outdated production capacity in accordance with laws and regulations. Actively connect with the green industry system in the Guangdong Hong Kong Macao Greater Bay Area, seize the "spillover effect" of industrial transfer in the Greater Bay Area, guide projects to implement off-site green technology transformation in the transfer process, and promote industrial greening. Establish and improve a full chain supervision system for solid waste, enhance the level of risk prevention throughout the entire process of solid waste, further improve the management of hazardous waste information platforms, and promote the comprehensive utilization and safe disposal of industrial solid waste. Strictly implement the "Measures for the Identification of Enterprises with Scattered Pollution", and continue to promote the investigation and rectification of industrial enterprises (places) with scattered pollution. Establish and improve a fixed pollution source environmental supervision system with a pollution discharge permit system as the core. Resolutely curb the blind development of high energy consumption, high emissions, and low-level projects.
（5） Accelerate the green development of agriculture, forestry, animal husbandry, and fishing. Develop ecological circular agriculture, encourage ecological circular agriculture such as planting and breeding cycle, land and land combination, high bed aquaculture, and conservation tillage, and focus on promoting low-carbon ecological circular planting and breeding models such as rice vegetable, rice duck, rice fish, rice green manure, and planting and breeding biogas. Encourage the construction of a number of demonstration bases for ecological circular agriculture combining planting and breeding. We will comprehensively carry out clean agricultural production, continue to promote the reduction and efficiency of fertilizer and pesticide use, and prohibit resistance in feed. We will improve the level of resource utilization of livestock and poultry manure, promote the comprehensive utilization of crop straw, and deepen the implementation of agricultural film recycling actions. Promote agricultural water-saving, fertilizer saving, and drug saving technologies, increase the promotion and application of water-saving, fertilizer saving, and drug saving agricultural mechanization technologies and equipment, and promote advanced and effective irrigation technologies such as integrated water and fertilizer, plastic film coverage, subsurface drip irrigation, and sprinkler irrigation according to local conditions. Effectively protect arable land resources and deepen the construction of high standard farmland. We strongly support the certification and management of green food and "Guangdong style" agricultural brands, develop regional high-quality agricultural product public brands, create a group of Shantou characteristic agricultural brands, cultivate a group of competitive agricultural production and operation entities, and develop modern agriculture with distinctive advantages. Promote ecological and healthy aquaculture technologies and create demonstration farms for healthy aquaculture. Strengthen the management and conservation of fishery resources, vigorously promote the construction of marine pastures, develop intensive, efficient and clean aquaculture, promote deep processing and comprehensive utilization of aquatic products, and cultivate and support leading aquatic processing enterprises with international competitiveness. Promote the deep integration of agriculture, tourism, education, culture, health and other industries, and lead the integrated development of the primary, secondary, and tertiary industries.
（6） Vigorously develop green and low-carbon industries. Accelerate the development of green industries such as energy conservation and environmental protection, clean production, and clean energy, improve market-oriented operating mechanisms, expand and strengthen leading enterprises in the field of green environmental protection, and cultivate a group of highly competitive and branded specialized and innovative enterprises. We will focus on developing the new energy and energy-saving and environmental protection equipment industry, accelerate the construction of a 10 million kilowatt offshore wind power base in eastern Guangdong, and build an offshore wind power home port that integrates construction, operation, and export. Accelerate the construction of Shantou International Wind Power Innovation Port and promote the coordinated development of industries such as energy storage, photovoltaics, hydrogen energy, and smart electricity. Actively develop the recycling plastic industry and the dismantling and recycling of waste electronic and electrical products, develop pollution control technologies and equipment, accelerate the transformation and industrial application of green, low-carbon and environmental protection technology achievements. Vigorously promote contract energy management and third-party treatment of environmental pollution, and increase the promotion of energy-saving technology products. According to the provincial deployment, carry out environmental custody services guided by the effectiveness of environmental governance. Encourage and support public institutions to promote comprehensive energy management services, carry out pilot projects for energy conservation and carbon reduction in public institutions, and actively promote the supporting construction of new energy infrastructure in public places. Promote green upgrading of commercial enterprises and cultivate a group of leading modern commercial circulation enterprises. Accelerate the green transformation of the information service industry, and do a good job in the scientific layout, green construction, and transformation of large and medium-sized data centers and network data centers. Promote the green development of the exhibition industry and promote the recycling of exhibition facilities. Optimize the green supply of lifestyle services, promote the use of low volatile organic compound content raw and auxiliary materials in industries such as auto repair and decoration, and advocate for hotels, catering and other industries not to actively provide disposable products.
（7） Enhance the level of circular development in industrial parks and clusters. Promote the scientific formulation of development and construction plans for new industrial parks and industrial clusters, reasonably layout park infrastructure and public works, implement industry chain investment promotion, and achieve horizontal coupling, vertical extension, and circular links between park projects, enterprises, and industries. Promote the agglomeration and development of characteristic industrial clusters, cultivate and construct a group of characteristic industrial parks with distinct industrial characteristics, high industrial concentration, and core competitiveness. Promote the circular and green transformation of existing industrial parks and industrial clusters, improve the supporting construction of industrial parks such as Chaonan and Chaoyang Textile Printing and Dyeing Environmental Protection Comprehensive Treatment Centers, and promote the "six in one" recycling of park industries, water supply, sewage treatment, reclaimed water reuse, cogeneration, solid waste treatment, and resource utilization. Encourage industrial parks and clusters to conduct clean production audits, develop and utilize urban minerals, and develop remanufactured and recycled products. Deepen the reuse of inefficient industrial land, transform and upgrade industrial clusters in villages and towns, and promote the construction of standard factory buildings. （8） Building a green supply chain. Encourage enterprises to carry out green design, select green materials, implement green procurement, create green manufacturing processes, promote green packaging, carry out green transportation, and do a good job in recycling waste products, achieving green environmental protection throughout the entire product cycle. Focusing on industries such as textiles and clothing, toys and creative industries, we will carry out pilot demonstrations of green supply chains, accelerate the construction of a green industry chain that reduces emissions at the source, controls processes, treats end-of-life issues, and comprehensively utilizes resources. Pay attention to demand side management, forge the strengths of the industrial and supply chains, fill the gaps in the industrial and supply chains, and enhance the modernization level of the industrial and supply chains. Encourage industry leaders to extend the industry chain, enhance product value chains, and improve green supply chains. Encourage industry associations to improve the level of green supply chain in the industry by formulating regulations, consulting services, and industry self-discipline.
3、 Establish a sound circulation system for green, low-carbon, and circular development

Strengthen the organization and management of logistics transportation, increase information sharing, and improve the level of electronicization and informatization of the entire logistics transportation process. Build a modern comprehensive three-dimensional transportation system centered around safety, convenience, efficiency, green, and economy, with highways, expressways, national and provincial trunk lines, high-speed railways, and ordinary speed railways as the main framework, county and township roads as micro loops, and urban rail transit as supplements. Promote direct river sea transportation, roll on/roll off transportation, drop off and trailer transportation, joint distribution, and backpack transportation, improve and expand the service functions of the Guangzhou Macao Port Area, and create a regional multimodal transportation center. Promote green and low-carbon transportation vehicles, and prioritize the use of new or clean energy vehicles in the public service sector. Strengthen the construction and management of port shore power facilities, support the promotion of new energy powered ships, and promote the electrification replacement of inland waterway shipping ships. Cultivate a comprehensive cluster area for the cold chain logistics industry, enhance its external radiation capabilities, and strive to build Shantou into a national backbone cold chain logistics base. Promote the development of rural logistics and build a three-level rural logistics network layout in counties and villages. Support logistics enterprises to build digital operation platforms, encourage the development of smart warehousing and transportation, and promote the establishment of standardized pallet recycling and sharing systems.
（10） Strengthen the recycling and utilization of renewable resources. Improve the recycling system for renewable resources, promote the integration of garbage classification and recycling, and encourage regions with conditions to establish regional trading centers for renewable resources. Accelerate the implementation of the extended producer responsibility system and guide production enterprises to establish a reverse logistics recycling system. Actively promote the "Internet plus+recycling" model, encourage enterprises to develop and use intelligent solutions for waste classification, and promote intelligent recycling terminals. Strengthen the recycling and utilization of recycled resources such as waste paper, waste plastics, waste tires, waste metals, waste glass, and waste clothing, broaden the comprehensive utilization channels of bulk solid waste such as construction waste, and improve resource output and recycling rates. Improve the recycling and disposal system for waste household appliances and electronic products, carry out pilot demonstrations for recycling and disposal, and promote typical recycling models and experience practices. Relying on the construction of the Spring Lake Circular Economy Industry Demonstration Park, we will develop the renewable resource remanufacturing industry. Taking the construction of Guiyu Circular Economy Industrial Park as a demonstration, cultivate a group of leading enterprises in comprehensive resource utilization. Improve the recycling system for waste power batteries, promote the resource utilization, scaling, and high-value utilization of waste power batteries. Accelerate the application of recyclable express packaging, encourage enterprises to develop and produce green packaging materials that are recyclable, biodegradable, and easy to recycle, and promote the reduction and recycling of express packaging materials.
（11） Accelerate the development of green trade. Fully utilize the preferential provisions of free trade agreements such as the Regional Comprehensive Economic Partnership (RCEP) to explore new space for international trade cooperation, vigorously develop high-quality and high value-added green product trade, enhance the adaptability of the green industry system and green supply system to international and domestic demand, and increase the coordinated development of domestic and foreign demand, import and export, goods trade and service trade. Actively building a new highland for financial openness, cooperation, and green trade in the coastal economic zone. Promote the expansion and improvement of new trade formats, develop and strengthen digital trade, implement digital trade projects, and support enterprises in improving their level of digital and intelligent trade management. Guide enterprises to participate in international cooperation in green production, procurement, consumption and other green supply chains, strictly control the export of high pollution and high energy consuming products in accordance with national and provincial deployments, and actively respond to international green trade barriers. Deepen green "the Belt and Road" cooperation, expand cooperation in technology, equipment and services in energy conservation, environmental protection, clean energy and other fields, and drive advanced environmental protection technology, equipment and production capacity to go global.
4、 Establish a sound consumption system for green, low-carbon, and circular development
（12） Comprehensively enhance the level of green consumption. Guide enterprises to promote green business concepts and enhance the supply capacity of green products and services. Increase government green procurement efforts, expand the scope of green product procurement, and gradually expand the green procurement system to state-owned enterprises.
